Stuart specialises in drafting and advising on commercial agreements and related regulatory issues, covering a variety of supply, procurement and outsourcing arrangements.
He has provided contractual and regulatory advice in relation to many of the renewable energy and energy efficiency projects in which TLT has been involved over the years, including advice on power purchase agreements, FIT agreements and related rules governing renewable energy subsidy schemes.
In particular, over the last ten years, he has advised on a significant number of power purchase agreements involving the supply of renewable electricity on an on-site/private wire basis, including associated issues relating to grid connection arrangements and electricity supply licence exemption rules.
On the back of increasing interest in energy storage projects, he has also advised on revenue arrangements applicable to projects of this kind, including the capacity market mechanism and balancing services contracts.
He also works on a regular basis with clients in the public sector, who appreciate his expert advice on compliance with the public procurement regime.
