About Piers

Piers advises on all areas of alcohol licensing, in particular relating to the provision of alcohol and regulated entertainment in pubs, clubs and restaurants.

Piers also advises on issues relating to private members clubs, as well as on reviews or challenges to premises licences and appeals. He regularly appears at licensing committees around the country and also writes for national journals on matters affecting licensed premises.

He is an associate member of the Emergency Planning College and lectures on licensing matters.

Piers qualified in 2000 and his supervisor at TLT is Matthew Phipps.

Recent Experience

  • Advising on and obtaining new premises licences for a collaboration between an award winning brewery and an award winning craft beer pub operator's first 2 premises. One premises was in the centre of Birmingham and the second in York's cumulative impact zone. Both applications were granted without the need to go to hearing following negotiations that led to representations being withdrawn.
  • Settling an appeal in favour of a pub client following a decision of the licensing committee to impose a raft of conditions requested by an officer at the last minute. The decision, had it stood, would have prevented the premises from trading as needed, following a significant 7-figure refurbishment. The council had asked for a contribution towards costs a part of the settlement, but we were able to negotiate this element away and paid nothing towards their costs.
  • Appearing at a review of a premises licence held by a major pub-co and brought by residents living near the pub. Agreeing terms at the door of the hearing that allowed the premises to continue to provide live and recorded music and to hold events in the garden - the residents having asked for all regulated entertainment to be stopped.
