Right to buy and housing associations

Housing associations must start planning now to be able to cope with the impact of the extension of Right to Buy to their tenants. TLT's APACHE process offers a complete solution.

The existing statutory Right to Buy was introduced in 1980, and since then just under two million council properties in England have been sold.

The 2015 Queen's Speech announced that a Housing Bill would be introduced to extend the Right to Buy (RTB) to tenants of housing associations, putting home ownership within reach of more than one million families.

In September 2015 the National Housing Federation put an offer to the Government in which it proposed to implement the extended RTB on a voluntary basis.

This offer was accepted by the Government in October 2015, who announced that the first housing association tenants would be able to buy their homes in 2016, and five RTB pilots are now underway. 

It is now only a question of time when these pilots will be extended to the sector as a whole. Housing associations should already be planning, not only for the legal implications, but in terms of the internal expertise and resource that will be needed to manage the large number of applications that are expected to follow.

This is why TLT are offering a complete solution for every stage of the Right to Buy process called APACHE. From receipt of the initial application to completion, housing associations can instruct TLT to cover all or part of the RTB process.
